Years in the making. Community-based participatory methods. Two year-long grant cycles, with multiple months of deliberation and public relations on both ends and throughout. Multiple surveys. Multiple mailers. Multiple trips to the print shops. Multiple rounds of improvised public speaking. Two separate citizen working groups. Communicating to help people distinguish what is obligated by policy and what is up for discretion. Enduring the unexpected. I loved every minute of it.
